Your first week in Modiin: what to do, in what order

Most of what a new oleh needs in Modiin happens in three buildings: Beit Oleh in Re'ut, City Hall on Tiltan St and the transport centre next to Azrieli Mall. I put the steps below in the order that saves the most trips. My newcomer checklist tracks them on your phone.

Start at Beit Oleh (the Absorption Department)

The city's Absorption Department is at Beit Oleh, 29 Irusim St, Re'ut (bus 54). It serves English, French, Spanish, Portuguese and Russian speakers, and a coordinator helps with school registration, forms, ulpan, understanding mail and bills, and job hunting (municipality, updated 4 Oct 2026 (opens in a new tab)).

• Everything is by appointment. The coordinator for Russian and English speakers is on 08-6104331, Sun-Thu 09:00-13:00 and Monday 17:30-20:00. Spanish, French and Portuguese speakers call 08-6536682 (same page (opens in a new tab)).
• The city ulpan is in the same building, with morning, evening, continuation and pensioner classes (08-6326619).
• The department posts an English activity sheet every two months. This autumn's has a drama chug, a talk, story time and a trip; they are on What's on.

You are not alone: about 5,900 olim who arrived in the last ten years lived in the city in 2023, mostly from North America, France and the former USSR (municipality (opens in a new tab)).

The Ministry of Aliyah is in Ramla

Modiin residents are served by the Ministry of Aliyah and Integration at Government House, 91 Herzl St, Ramla (bus 150), tel. 1599-500912. Reception is by appointment, Sun, Mon, Wed and Thu 08:00-13:30, plus Wednesday 15:00-18:30 (municipality (opens in a new tab)).

Misrad HaPnim is inside City Hall

Population Authority services (biometric teudat zehut, passports, change of address) are given in the City Hall building, 1 Tiltan St, by advance appointment only (municipality (opens in a new tab)). The office handles a first teudat zehut for olim and tourist-to-oleh changes; the national line is *3450 (ModiinApp (opens in a new tab)). A change of address is free, and you can do it in person or by post (NBN (opens in a new tab)).

Arnona and water

• Arnona for olim: a discount of up to 90%, for 12 of your first 24 months, on up to 100 m2. It is not automatic: you apply with your teudat oleh and ID (Realta, broker guide (opens in a new tab)). Modiin publishes the request form in English, French, Spanish and Russian (municipality (opens in a new tab)).
• Water: open your account with Mei Modiin, Beit Yehonatan, 3rd floor, Azrieli Mall, 1-800-300-420 (municipality (opens in a new tab)).
• A residency confirmation (ishur toshav) is requested through an online form from the Collections Department (municipality (opens in a new tab)).

Get a Rav-Kav

Personal Rav-Kav cards are issued at the service point in the Central Bus Station: Sun-Thu 08:00-17:00 (break 12:30-13:00), Fri and holiday eves 08:00-13:00. Kavim customer service is *2060 (municipality, 23 Sep 2026 (opens in a new tab)). Note that the Kavim centre is closed for renovation from 27 Sep to 12 Oct 2026; in the meantime use Modiin Illit or the Rav-Kav Online app (municipality (opens in a new tab)).
